Short answer

In 2026 a UK-resident private seller pays no final value fee, no per-order fee and no regulatory operating fee on eligible domestic sales — eBay charges the buyer a Buyer Protection Fee instead. A business seller pays a category final value fee of roughly 9.9%–14.9% (12.8% is eBay's standard rate), plus £0.30 or £0.40 per order, plus a 0.35% regulatory operating fee, plus 20% VAT on all of those fees. Motors listings are outside the private-seller arrangement entirely.

Private or business? The single biggest decision

Since October 2024, eligible domestic sales by UK private sellers carry no transaction fees at all. If you are clearing out a wardrobe, eBay is effectively free and the cost is shifted to the buyer through a Buyer Protection Fee added at checkout.

Business sellers are on a completely different card: a category-based final value fee, a per-order fee, the regulatory operating fee, and 20% VAT on top of all of it. If you are VAT-registered, that VAT is usually reclaimable under normal VAT accounting — but if you are a sole trader below the VAT threshold, it is a direct, non-reclaimable slice of your margin.

The account type is not just a pricing choice. eBay's policy separates it from HMRC's tax tests, but treating a reselling business as a private account is a compliance risk rather than a legitimate way to keep fees down.

The four-fee stack business sellers actually pay

Most sellers watch the final value fee and miss the other three. The final value fee is charged on the total the buyer pays, so postage is inside the base. The per-order fee is £0.30 up to £10 and £0.40 above. The regulatory operating fee is 0.35% of the total transaction.

VAT then applies to the fee total, not to your sale. That is why the effective cost of selling is higher than the headline percentage: 20% is added to every fee you have just been charged.

Where fees still reach a private seller

Free selling is not unconditional. Listing more than 300 items in a month costs about 35p per extra listing. Optional listing upgrades are charged whether or not the item sells. Selling to a buyer outside the UK attracts a flat 3% of the total sale. Motors — cars, motorcycles and vehicles — sit outside the arrangement entirely and are charged on their own schedule.

If you are a private seller based outside the UK selling into the UK market, none of this applies to you: you are on the business rate card.

    Common mistakes

    Forgetting that VAT is charged on the fees

    The final value fee is not the final cost. eBay adds 20% VAT to the fee total, so a 12.8% headline rate costs a non-VAT-registered sole trader materially more than 12.8%.

    Quoting 12.8% to a private seller

    That rate belongs to business sellers and to private sellers who are not UK residents. If you are a UK private seller listing domestically outside Motors, your transaction fee is £0.

    Leaving postage out of the fee base

    UK final value fees are charged on the total the buyer pays. Undercharging postage to look attractive costs you twice — once on the real label, once on the fee.

    Assuming the free private-seller arrangement covers everything

    Over 300 listings a month, paid upgrades, sales delivered overseas and all Motors listings fall outside it.

    Choosing an account type on price alone

    eBay's classification rules and HMRC's reporting thresholds are separate tests, but running a reselling business on a private account is a compliance risk, not a fee optimisation.
